If you dilute 100ppm cinnamon capped Colloidal Silver down to 20ppm and add it to an averagely acidic tap water and it agglomerates, could adding the right amount of additional electrolyte to the watered down to 20ppm Colloidal Silver add to or aid in the 20ppm Colloidal Silver's capability to withstand being mixed with non-distilled (normal) water?

Theoretically yes; but if your tap water does this, don't add Colloidal Silver to your tap water. It is an unnecessary risk; use bottled spring water (unfluoridated!).
