O.K. Stand easy! The problem was down to pilot error. I re-checked the PSU (a wall-wart) and it's 35 volts, but only rated at 0.1 amp, (3.6 watts). Tried another supply and the regulator works perfectly. Sorry about that, folks.  :-[

Have you checked the current with a multi-meter? How accurate is it (tenths, hundredths of a mA?)

No not yet. I have been installing more shelves in my den, today, but will give the regulator a run tomorrow. My problem is that the wife keeps finding unimportant things for me to do, like shopping and putting up a new fence. All very distracting. :)
